This study used grounded theory to create a new framework for improving refereeing in Iraq. It involved 15 interviews with referees, experts, and academics. Data were coded in three stages—open, axial, and selective—and results validated through peer review and inter-coder agreement. The study identified five key factors for improving referee professionalism: skill development, financial and organizational support, better infrastructure, media representation, and international cooperation. These lead to more accurate refereeing, higher competition standards, improved job status, and a more positive public view. The study recommends holding international workshops to boost Iraqi referees’ skills and global presence.
